[Files]: Use URL for UpdateTerms and AugmentTerms.
We do not need the entire FileInfo to update terms. Thus this CL changes
the interface so that both of these methods take just GURL. As a
consequence a new method is added to "register" a file with the index,
before adding or updating terms can be run.

[FspCache] Convert CacheFileContext to class instead of struct
To enable eviction and locking of files, some derived fields need to be
introduced on the `CacheFileContext`. This breaks the purpose of a
struct (just a container of data see http://go/totw/207) so let's
convert it to a class to enable easy adding of these fields.
This essentially converts the struct to mutators/accessors and updates
all the call sites to use these new methods.

[FspCache] Re-use FDs for the same request ID
Currently for every `ReadFile` made via the CloudFileSystem we open a
new FD, perform a read/write to the content cache then close the FD.
This is incredibly wasteful given for a semi large file this results in
many FDs being recycled.
To obviate this, introduce a new class called LocalFile which is a
thin wrapper over a `base::File`. This will take care of opening,
closing and re-using the same FD when requested. The new model will
re-associate an FD if the same `file_handle` is supplied via the
`ReadFile` method.
The `file_handle` in the `ReadFile` method is actually the FSP
request_id, so to avoid confusion in the `OpenedCloudFile` struct,
store it as so.

Update MediaVideoVisibilityTracker to observe fullscreen change events
This change updates the MediaVideoVisibilityTracker to detach whenever
the video, or any other element within the page, enters fullscreen.
The reasoning behind this change is that once the user has entered
fullscreen, we can assume that entering picture in picture is not
desired.
As an added benefit, this may also reduce the total number of nodes
we hit test.

Revert "Reland 2: Add HistoryEmbeddings to fieldtrial_testing_config.json"
This reverts commit 3d2d4c04dbdc0f4aca2f3eb57fc39e875a914f94.
Reason for revert: it seems causing some crashes in the tests (e.g. https://ci.chromium.org/ui/p/chromium/builders/ci/Linux%20MSan%20Tests/47538/test-results and https://ci.chromium.org/ui/p/chromium/builders/ci/Mac11%20Tests/27498/test-results), the weakptr of embeddings_service is invalid when it's being used.
Original change's description:
> Reland 2: Add HistoryEmbeddings to fieldtrial_testing_config.json
>
> Reland 2 of this CL:
>
> Now I've finally figured out what's wrong. The Windows 10 Debug bot
> requires both browser_tests and browser_tests_no_field_trial to pass,
> so I need to make the tests pass with and without the field trial.
>
> Patchset 1 is the original patch unchanged.
>
> Further patchsets are the changes required to make them pass with and
> without the field trial.
